Decision details
A change to ARA Licence No. 20889 was approved by the Director on September 11, 2026.
The approval allows the floor of the quarry to be lowered to an elevation of 402 masl. The rehabilitation plan has also been updated to align with approved operation.

This notice was updated on June 09,2025 to advise the public that there has been no change to the status of the proposal and it is still being considered. No additional opportunity for comment is being provided for at this time.
Proposal Details
Application has been made by Durham Stone & Paving Inc. to amend the current site plan to lower the maximum depth of extraction and allow the removal of aggregate from below the water table. The licencee has also requested permission to use portable asphalt and concrete plants on site.
The proposal would also entail a change to the final rehabilitation plan. The proposed rehabilitation plan will maintain an anticipated final end use of naturalized landscape but would create an area of open water of approximately 13 hectares.
Public consultation opportunities
Written notice concerning this application was delivered to landowners within 120 meters of the proposed licensed boundary; an information sign, giving notice to the public of this application, was erected at the proposed site; and a Public Notice of Application appeared in the local paper, The Owen Sound Times on June 13, 2023.
A public information session was scheduled for Thursday, June 22, 2023, from 6:00 PM to 8:00 PM, at the Euphrasia Memorial Community Centre.
The proposal request for this amendment is being circulated within the Ministry of Natural Resources and Forestry. Additionally, this application has been forwarded to the Municipality of Grey Highlands, Grey County, the Niagara Escarpment Commission, the Ministry of Environment, Conservation & Parks and Grey Sauble Conservation Authority for comment.
