This should be scraped in its current iteration and fully rewritten to put environmental and first nations first (as such is required by constitutional obligations). Without strict rules and permits, this proposal will be shot down in court and legally be required to be rewritten. Or, I suspect that this will be rewritten either because of articles in the news or by public backlash (such as protests).
A minster shouldn't be in charge of determining anything, it should be decided by laws already in place (either in Ontario or Canada), or by the Ontario Environment Industry Association (and no overruling allowing by anyone in the government). This is to ensure no bias and that will benefit the future.
Any proposal similar to this should include everything and not require future consultations or laws. This is because it can otherwise lead to delays (for everyone) or unclear regulations (which will be forced to fast track or done in a court of law).
The people of Ontario are watching closely, scrape this now.
