The minister and premier have too much authority in the criteria process.
Economic development should not be prioritized over environmental health and health/ rights of indigenous communities or any communities. When economic development impairs environmental health, all communities will suffer, and eventually there will not be economic use possible. Eg. the forestry industry, the mining industry.
