What is the mechanism to assess whether the creation of a SEZ has delivered on the promised in the legislation - to improve the economic wellbeing of the community and the province? It is critical to evaluate impact over time.

Will SEZ's be specific to a project -- e.g. to open a mine or to build a bridge? Too wide a mandate to override applicable legislation may undermine that legislation everywhere in the province, and lead to uncertainty.

Will SEZ's have an end date or do they create a carte blanche opportunity over the long term? There is a danger in not confining the time line in an SEZ -- no impetus to get moving as the legislation envisions, speculation on the land and the opportunity instead of an immediate direct investment and action.

Could there be penalties payable to the municipality for the proponent's failure to act? Being ina SEZ is a risk for a municipality and it is not fair for them to be held hostage to a concept that is not put into motion quickly. An ongoing SEZ that does not result in a project(s) will stifle other opportunities and could have serious negative effects for the municipality.
