Objective, quantified measurements of economic impact, conducted under the supervision of the auditor general or other independent entity, and assessed by qualified professional economists is necessary. Opinions of the minister, or acceptable of assurances by the minister of proponents is completely meaningless, and only invite governmental corruption in the determination of SEZs, or associated projects. This language's intent is clearly solely to give the Premier and the cabinet carte blanche to approve any project they desire. Language like "the government is committed to" is also meaningless and has no assurance that such commitments will ever be honored. This applies both to the current government for which is a track record with several examples of such corruption, and to any other future provincial government that could use the process of such regulation to implement any provincial policy.
Environmental impact has quantifiable economic costs and must be included in any assessment of a zone or project. SEZs are local by definition of the interests of local communities are parmount.
The statement that normal regulatory processes will be followed that includes posting in the ERO is contradicted by the accompanying documents that state that the minister in question is not a designated entity for which inclusion under the ERO is required.
Criteria should be added requiring a vote in the legislature by MPPs to ratify the designation of any zone, project, or trusted entity.
Specific and regular oversight and assessments of compliance standards by entities throughout the project lifecycle are necessary for the protection of the public and the assurance that such critical projects, if they are so, are successful.
