It is very difficult to evaluate or comment on this proposal without context that appears to be missing.
What is a 'communal' system? This is not described in the posting or supporting material.
The concept of 'public utility' is that it is publicly owned. Under the Safe Drinking Water Act, that would be a municipal system. This proposal implies a new class of drinking water system: publicly owned non-municipal. That is a significant change that should be consulted on more openly and transparently.
Without this appropriate level of context, informed feedback on this proposal is impossible.
