I do not see how encouraging greater adoption of non-municipal communal water and wastewater systems will help with housing affordability in light of many first-time home buyers being priced out of the condo market by the high rate of condo fees.

Sceptic systems are expensive to replace and this feels like an attempt by the provincial government to offload the cost of upgrading existing municipal infrastructure onto individual homeowners and condo corporations.
