I am writing this…

I am writing this Anonymously because I currently work in the industry and their seems to be stigma of being targeted by certain parties if you speak up or speak out against them and how they conduct operations of the tire program.

I am going to break this into points, or numbered changes we would like to see.

1 - Cancelling or terminating a collection site, or hauler in the PROs network should be done with 15 days notice. The Producer Responsibility Organization should be Obligated to collect all material and pay at agreed pricing for removing and decommissioning of site.

2 - Their should be a service committee made of representation from Eastern Ontario, South Western Ontario, Greater Toronto Area, Northern Ontario, and North Western Ontario to set regulation and required services for these Regions, because the 50 tire count for Northern Communities will not work if you have travel 6 hours to pick up 50 tires. This should be regulated by a committee of representation from these regions to discuss a fair working relationship of how this regulation should work.

3 - Emergency Funding should be created from Fines as a last resort if all regulations in the act fail, and should go to haulers and processors when needed to deal with certain situations.

4 - The tire shop should be able to choose what PRO they would like to deal with, and have an option to pay money directly to PRO instead of an importer or producer, and should be exempted from Paying these fees if they can get a better deal with another PRO.

Current Frame work doesn't work because the Producers are still charging money for services, but not fulfilling their obligation needed for collection and processing of material.

5 - Processing in province should be 1 to 1 count, Processing in another province should be 1 to .80 Count, and Processing out of Country should be 1 to .50 count on recovery rate

6 - Tire Pyrolysis should be allowed as an option for Recovery of Tires in Ontario, and it has high percentage of resource recovery for providing energy products we currently use.

7 - The Targets should be raised to 90% to prevent this from happening again, and every category of tire should be recycled or recovered, If you are PRO, you are responsible for making sure all tires are being recovered, not picking and choosing which tires fit you program.

8 - Their should be fines when their is complaints about lack of service, and only when after an investigation their is merit to the complaint their should substantial Fine to the PRO with escalation of monetary value based on multiple offences.
