I recently had a conversation about the regulations and when they are enforced with an RPRA rep.

It is my understanding that a pro can drop anyone, anytime as a collection site and as a hauler. I can understand this but in regards to this it needs to be amended that is this does happen, then they are also required to clear the sites of the existing tires from who they decide to drop.

Collection sites don't usually have room to store many beyond 100 tires and some even have issues with less.
Haulers usually have big yards and have already put out money to pick up, then haul to the processors, before getting paid Or they do direct pick up to processor assuming they can get processor appointments. This isn't possible in some areas. Sometimes the haulers are up to 20 hours away from processors and can't do direct hauling. In the winter time with highway closures and weather issues it can take days to haul a load and at great cost to the haulers with current fuel prices. The max a driver, unless a team, can drive is 13/14 hours in a day. And some pick up spots are 10 hours in the opposite direction.

When you have $100,000 of material in your yard that you can't get appointments to deliver is very disheartening. If they decide to drop you, you need to be able to offload what is already been picked up.
