We (DRS Developments) are in agreement with the changes provided under the proposed “Communal drinking water and wastewater system municipal consent requirements”. We are specifically focused on the section of the ERO which would require a municipality to approve proposed developments on communal water and wastewater systems subject to proper environmental requirements being met. Approving this change would unlock potential developable lands and allow for better densities within housing developments. We also believe that these changes will allow for more affordable housing by removing this restriction.
We have 74 acres of land in Morriston (Puslinch). Our parcel of land is less than 1 km south of the 401 and adjacent to the present Hwy 6. It is bounded by residential housing to the north and east and the proposed new Hwy 6 bypass to the west. We have attempted to develop these lands for seniors housing along with, at a minimum, 156 family-oriented housing (initial plan attached) and a proposed church however, because of the boundary drawn by the Parkway Belt Plan, our property is just inside the restricted lands area. We have sent our support for ERO 026-0229 which would refine the boundaries to allow for our development.
If the Parkway Belt Plan is revoked, it would allow for homes for approximately 600 people. Should the proposed “Communal drinking water and wastewater system municipal consent requirements” proposal (ERO 026-0302) be implemented, communal water and wastewater systems for this property could provide increased housing for well over 1,000 people.
We have the support of the Mayor and Council of Puslinch for this type of housing. We have previously met with the Mayor and MPP Joseph Racinsky along with our planner about the potential for this housing development. The consensus is that seniors housing along with a well-designed community is a positive addition to the municipality. We believe that having communal systems would allow for a better use of the lands by providing higher density residential developments.
