I am concerned about blurred lines between Owner and Operating Authority under the proposed new model. If they become one and the same, there can be a lack of accountability with the owner not willing to make system improvements or deal with compliance issues, in order to maximize profits or shareholder dividends for said corporation.
All existing drinking water infrastructure being sold to a private corporation can impede willingness to upgrade and improve the system. The owner has ultimate say in this case, and citizens and system users will be shut out of decision making.
Overall, this is a bad idea that no one asked for, and should be scrapped immediately.
