At its regular meeting held August 2, 2023, County Council passed the following resolution:
"Resolution No. 165-2023
Moved by Councillor Armstrong
Seconded by Councillor Whelan
That Report PPW 2023-17, Report on Comments on the County Official Plan – ERO posting 15-OP-227956, be received;
That staff be directed to forward Report PPW 2023-17 to the Minister of Municipal Affairs and Housing and local MPP’s as the formal response from Peterborough County on the ERO posting related to approval of the County Official Plan;
That the Minister of Municipal Affairs and Housing be requested to defer approval of the new County Official Plan until after the new Provincial Planning Statement comes into effect and that the Minister then modify the Official Plan to be consistent with the new Provincial Planning Statement, and;
That the draft version of those modifications be provided back to County Staff and Council for review and support, and;
That each local Township be requested to pass a motion in support of this request and to forward the motion to the ERO posting during the commenting period, and;
That the Provincial Government be requested to expedite the introduction of the new Provincial Planning Statement.

A copy of Report PPW 2023-17 and Appendix A (requested modifications) is attached.
Council would like a number of Official Plan Amendments that have been approved over the past year, minor policy edits and schedule changes to be carried forward via modification into the new OP.
Additionally, Council is concerned with the potential timing of approval of the new OP and the new Provincial Planning Statement (PPS). The concern is if the OP is approved first then the document will be inconsistent with the new PPS when it comes into effect (likely a few months later). To avoid this and to have an OP that is "development ready" Council would like the new OP deferred until after the new PPS comes into effect. Council would then like the Minister to modify the new OP to be consistent with the new PPS and approve the document. Prior to the approval however, Council requests an opportunity to review and support the modifications (as was the previous practice of MMAH). In order to assist with the request, County Planning staff are availing themselves to work hand in hand with Ministry staff to identify and draft modifications.
