Any such project that puts species at risk is not one that should be started. Implementing new highway infrastructure when existing highways are not being used effectively is faulty logic and a failing of fiscal responsibility.
The use of HOV lanes on the 401 is a pointless endeavour that does nothing to mitigate pollution or congestion. In fact, it promotes pollution by having vehicles in stop and start traffic on a major highway. Idling vehicles are higher polluters than moving ones! Number one, end HOV lanes.
Secondly, provide subsidies for trucking companies to use the 407. This would again reduce congestion and allow goods to move more freely in a timely manner. A much more cost effective and immediate solution than a multi billion dollar, community and environmentally destructive project that will take more than a decade to complete.
