Neoen appreciates the opportunity to comment on the proposed updates to the Natural Heritage Assessment Guide for Renewable Energy Projects (ERO #025-1146). We support the Ministry’s efforts to modernize and clarify the guidance in a way that reflects current science and improves consistency across projects. The proposed updates — particularly around aligning wetland and woodland evaluations with recent policy, consolidating bird and bat habitat guidance, and defining qualified persons — represent practical improvements that can help ensure effective environmental protection while supporting Ontario’s clean energy goals.
As an active participant in renewable energy development in Ontario, Neoen remains committed to upholding high standards of environmental responsibility. We recognize the importance of sound natural heritage assessments and believe that risk-based approaches can be both environmentally effective and operationally reasonable. These updates will assist developers in carrying out thorough and well-supported studies while maintaining accountability.
We encourage the Ministry to continue working closely with development and environmental professionals, Indigenous communities, and other stakeholders to ensure the final guidance is workable in practice and continues to support strong environmental outcomes across project types.
