the non-industrial lot exemption should be expanded to include indirect discharge to a storm sewer as well, for example via discharge to ground towards the municipal right away and ultimately to a storm sewer inlet on the road.
With the current proposal to include discharge to a ditch, it makes no sense to not also exempt indirect discharge to a storm sewer. It makes virtually no difference whether a property's stormwater management system is directly tied into a storm sewer, or first flows overland into the road with flow then entering the exact same storm sewer 5 meters down the road at the first catch basin sewer inlet.
