Making it easier (and less politically fraught) to provide servicing via private means would be a huge step forward for housing supply in Ontario. We have lots of land and are simply constrained by the idea that servicing must be public. This is a life or death risk for development projects, so any rule changes should create an objective assessment regime, overseen by the province / appealable to the OLT, to provide the certainty the enables further investment in building homes on sites with private servicing.
