• We appreciate the province’s interest in providing a more predictable approach to facilitating communal wastewater treatment systems
• In evaluating requests for consent it is important that financial and operational risk not shift to municipalities
• It is also important that these systems be applied appropriately where municipal services are not planned to be provided, and do not facilitate leapfrog development that could impact utilization of municipal infrastructure.
• If the legislative changes are implemented, we recommend robust engagement with municipalities on proposed regulatory criteria.
