With the removal of training previously provided by the province for the undertaking of Butternut Health Assessments, there needs to be more oversight by the MECP and/or qualified organizations to audit Butternut Expert Reports to ensure appropriate assessment of trees. The loss of the 30-day period to allow for audit of the assessments would eliminate any oversight that is now highly needed with the loss of this training.
It is unclear as to how eliminating this 30-day period would "better streamline the registration process". The registration system for Butternut is quite straight forward and having proponent wait for 30-days prior to registering the activity is a reasonable timeframe and allows for oversight.
The removal of this 30-day period illustrates how the MECP is looking to remove any responsibilities, oversight, and enforcement of the Act.
