The subject lands are located on the eastern shoreline of Wabigoon Lake in the unincorporated township of Southworth accessed by Muskimerk Road; approximately 22 kilometres southeast of the municipal boundary of the City of Dryden.

The application for a plan of subdivision was draft approved on May 8, 2026, subject to conditions.

The application was reviewed for consistency with the policies of the Provincial Planning Statement. Conditions were added to address concerns relating to archaeology, access, water quality, sewage and water servicing, fish habitat, land use and land use compatibility. 

Conditions include that: 

  • the preliminary archaeological assessment provided be finalized and entered into the Public Register of Archaeological Reports;
  • easements be registered for access, utilities, water access and docking;
  • the access road be built to a specific standard;
  • septic systems be designed and installed to ensure water quality is not negatively impacted;
  • implementing conditions allow phasing of development;
  • restrictions be registered on title to prohibit permanent residential use, prohibit development and site alteration within 30 metres of Wabigoon Lake, and establish additional setbacks for septic systems from Wabigoon Lake;
  • a subdivision agreement be registered on title that addresses matters related to land use (that the lands are not to be used for permanent residential), the maintenance of vegetated buffers to protect fish habitat and water quality, road construction, maintenance and responsibility notices, stormwater management, shoreline use (prohibiting infilling and permanent docks), the provision of sewage and water services which do not negatively impact water quality or fish habitat, notices related to protecting archaeological resources, possible noise from the nearby rail line, and responsibilities to adhere to the Species Conservation Act. 

The applicant has three years to satisfy conditions of draft approval, otherwise approval will lapse. The approval can be appealed using the procedure outlined below. Notice to appeal the decision to the Ontario Land Tribunal must be filed with the Minister of Municipal Affairs and Housing on or before May 28, 2026.

The purpose of this application is to subdivide the subject property into thirteen (13) new lots. The effect of this application is to subdivide the property into (12) new resource-based recreational lots between 0.95 hectares and 2.1 hectares (Lots 1-12) and one (1) new 19-hectare lot (Lot 13) for open space. Lots 1 to12 have frontage on Wabigoon Lake and Lot 13 is a backlot. Proposed Lot 1 currently has a garage and a new cabin to be serviced by individual septic systems, wells, and hydro is proposed. Lot 2 has a cabin, and a garage serviced by a well and septic system. Lots 3 to12 are currently vacant and are proposed to have a cabin each to be serviced by individual septic systems, wells, and hydro. No new development or site alteration is proposed for Lot 13 at this time.
