Update Announcement
The Ministry of Municipal Affairs and Housing (MMAH) received City of Toronto Official Plan Amendment 804 for a decision in May 2025. The Amendment proposed changes to employment area policies. Pursuant to subsection 17(55) of the Planning Act, the Minister of MMAH referred OPA 804 to the Ontario Land Tribunal for a recommendation on July 29, 2026.

Update to Existing Proposal
Pursuant to subsection 17(55) of the Planning Act, the Minister of Municipal Affairs and Housing has referred City of Toronto Official Plan Amendment No. 804 (OPA 804), in its entirety, to the Ontario Land Tribunal for a recommendation. The authority for the Minister to refer all or part of an official plan matter to the Ontario Land Tribunal for a recommendation was introduced through amendments to the Planning Act made through the More Homes for Everyone Act, 2022.
The Minister has issued an order under section 23 of the Planning Act on September 24, 2026, to redesignate certain areas in four locations that were proposed for exclusion in future Employment Areas proposed in OPA 804, to Mixed Use Areas and Institutional Areas in Toronto’s Official Plan. For more information on the Order, please see ERO Exception Notice 026-0977.
Pursuant to subsection 17(57), the Ontario Land Tribunal has been requested to provide a recommendation, including rationale, respecting whether OPA 804 should be approved, should be modified and approved, or should be refused. Any recommendation provided by the Tribunal will be considered as part of the Minister’s review of OPA 804 in making a decision on it under the Planning Act.
Requests and information submitted in response to this posting (#025-0702) have been included in the record sent to the Ontario Land Tribunal in accordance with subsection 17 (56) of the Planning Act.
It is recognized that there may be lands subject to OPA 804 proposed for designation as Employment Areas in respect of which no submissions were made prior to the Minister’s referral to the Tribunal.
