Decision details
A decision was made on March 24, 2026 to approve, subject to 44 modifications, the City of Mississauga Official Plan 2051 adopted pursuant to sections 17 and 26 of the Planning Act, by By-law 0069-2025. Notice of this decision was issued on March 24, 2026 to City of Mississauga.
The adopted City of Mississauga Official Plan 2051 was reviewed for consistency with provincial policies, conformity with provincial plans, and whether there has been regard for matters of provincial interest set out in the Planning Act.
The City of Mississauga Official Plan 2051 implements the policies of the Provincial Planning Statement, 2024. The City of Mississauga Official Plan 2051 addresses a range of topics, including but not limited to growth management, housing, transportation, natural and cultural heritage, and employment areas.
There have been 44 modifications made by the Minister to ensure that the Official Plan is consistent with the policies of the Provincial Planning Statement, 2024 and comply with applicable legislation.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, City of Mississauga Official Plan 2051, as modified and approved by the Minister, came into effect on March 24, 2026. A decision on the City of Mississauga Official Plan 2051 as it applies to the lands at 1403–1425 Dundas Street East has been withheld. A separate decision on those lands will be issued in due course and posted to the Environmental Registry of Ontario.
Effects of consultation
As a result of public consultation on the City of Mississauga Official Plan 2051, the Ministry received a total of thirty-seven (37) comments through the Environmental Registry of Ontario, and six (6) additional comments through email to Ministry staff. One (1) of the thirty-seven (37) ERO comments was received outside of the consultation period.
The comments received through the public consultation process were related to land use designations, policy implementation, urban design, and infrastructure planning.
All comments reviewed were taken into consideration, prior to a decision being made.

Proposal details
The Ministry of Municipal Affairs and Housing is in receipt of the Mississauga Official Plan 2051 for a decision, which was adopted by the City of Mississauga’s municipal council on April 16, 2025, pursuant to sections 17 and 26 of the Planning Act by By-law 0069-2025.
Once approved, the Mississauga Official Plan 2051 will replace the current Official Plan and the former Region of Peel Official Plan, as it applies to the City. The new Official Plan proposes policies and mapping guiding growth and development to the year 2051, and covers a range of thematic areas, including but not limited to growth management, housing, transportation, natural and cultural heritage, and employment areas.
The Ministry will review the matter for consistency and conformity with applicable provincial land use policies and plans and will consider all feedback received before presenting any potential modifications to the Minister of Municipal Affairs and Housing for a decision in accordance with section 17 of the Planning Act.
