Decision details

Installation of spill containment works for the three transformers containing approximately 3,335 litres of insulating mineral oil each, with the containment area designed to contain runoff from the 100-year storm event and any oil spill from the on-site transformers comprised of:

  • seven spill containment pits for the eight transformers
  • seven secondary oil containment systems installed within the seven containment pits
  • sub-drainage system for the spill containment
  • one sump pit

Stormwater management works was designed to provide enhanced level of quality control, and attenuate post-development peak flows to pre-development flow rates for all storm events up to and including the 100-year storm event, consisting of:

  • exsiting swales
  • dry pond

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

Proposal details

This proposal is for a new Environmental Compliance Approval (sewage) owned by Arlen Energy Storage 1 GP Inc. as general partner for and on behalf of Arlen Energy Storage 1 LP, for the establishment of sewage works infrastructure, in support of a proposed industrial development; for the collection, transmission, treatment and disposal of stormwater run-off from a site located at 436 Clair Road West, in the City of Guelph, Ontario.

The proposed sewage works will consist of a dry pond designed for quantity and quality control; discharging via SWM facility in northeast corner of subject site and ditch on St. Clair Road, and ultimately in the Hanlon Creek Watershed.
