When considering a new quarry license application for extraction below the water table attached to, or adjacent to, an existing license already granted below the water table, the rehabilitation of the existing will be compromised if the rehabilitation included creation of a lake or water body. In such a circumstance, the new license should not be connected to the existing extraction site below the water table, and adequate sealing of the embankments between the extraction sites should be required to ensure that the water rehabilitation of the existing can be accomplished expeditiously, regardless of the operation of the proposed. The new extraction should be capable of operating independently, and the previous site rehabilitation should not be delayed or compromised by the new license.
