I understand the need for economic development and I would like to support such efforts.
HOWEVER, I cannot support Bill 5 based on the lack of information I have. I would like to receive answers to the following:
1. The government will create “special economic zones” that will be overseen by “trusted proponents”. Does that mean favouring an inside group? Or, will there be open bidding conducted in a fair manner and based on best expertise? I question this point because the Auditor General found evidence of "potential preferential treatment" in the awarding of funding from the province's $2.5 billion Skills Development Fund to projects ranked low or medium priority by government staff and that individuals close to the government received contracts.
2. The government will exempt “designated projects from provincial and municipal laws”. Is this saying that these trusted proponents can do whatever they want, at anytime they want? Does that include bulldozing A+ farmland, one-of-a-kind natural spaces or heritage sites? We may need that farmland given the American stance on Canada. We may need those natural spaces to reduce flooding and temper the weather. We need those heritage sites so that we remember where we came from and what our ancestors sacrificed.
3. Will the government respect Indigenous people and their rights and have true dialog with them? Or, does “unleash” mean bulldozing them?
Until I can trust that the processes being proposed are fair and respectful of the law, I cannot support Bill 5 as it stands.
