I am glad you are taking an interest in the well-being of these remarkable creatures. I would urge you, however, to waste no time in implementing at least the obvious improvements one can make on their behalf. Another three years of nothing but more study might just about finish them.
Note too that when energy is discussed, many suggest that hydroelectric power is an unqualified good. In fact, the trouble with eels has everything to do with the construction of hydro dams. That is only part of the environmental cost. There is the loss of the flooded land and the carbon locked up in biomass which will ultimately become atmospheric. We need to think about these issues when we contemplate building more.
