Through the Municipal Project Assessment Process, the Ministry needs to consider harmonization of the MPAP with approvals under the EPA such as environmental compliance approvals, drinking waterworks permits, and source protection plan amendments. Without integration of these other necessary approvals, the efficiencies created within the MPAP process may be lost and projects may be delayed.
Clear guidance must be developed to ensure proponents can identify early in the planning process for a project the type of EA or exemption that is applicable (MPAP, Individual EA, Environmental Screening Report). Ideally, the guidance released will include examples for project classification.
As it may impact Mississippi Mills, the Ministry should look closely at the regulatory transition of the MCEA process to the MPAP. Transition rules should be communicated early and be detailed to prevent projects being stalled as the new processes come into effect.
