Concerns on how the Archaeological Assessment Process will slow down development since it will apply to all collector and arterial roads. No consideration is given if there are non-participating lands and whether roads can be split apart into sections to allow for development to occur to work around non-participating lands and the roads can be constructed since the "project area" is not defined. Does it include the entire road if there are non-participating landowners or development is occurring in phases and the Stage 1 and 2 Archaeological Assessments have not been completed for all of the lands.

Many concerns with the wording and the requirements for Indigenous community involvement and how this can be focused on just archaeology when to date they would always ask for natural heritage reports to review and comment on. Will Indigenous communities have the resources to review the reports and provide comments in the timelines provided? Will MECP ensure that projects can proceed even if Indigenous communities have not provided comments within the time periods provided?

Concerns on how this process will work since the current TPAP has not necessarily reduced timelines for projects. Many Schedule B and C processes can be completed in a more efficient timeline than the proposed MPAP process.
