Having reviewed the proposal to focus the municipal environmental assessment requirements, LEA would like to submit a number of comments/concerns as detailed in our attached letter:
1. Limitations of the Planning Act to provide for an efficient road network
2. Increased rights of appeal under the Planning Act
3. Unclear responsibility with respect to Duty to Consult Indigenous Communities for designs implemented under the Planning Act
4. Limitations in the coordination with long-range planning and road network development
5. New unknowns with respect to the project timing due to lack of process

LEA would request clarity on the above items, to ensure the planning and design of roads with Ontario continue to be planned in a wholistic and responsible manner.
