I have several grave concerns regarding the Proposed Special Economic Zones. While I recognize that Ontario needs to continue building a strong economy, this act attempts to do so at great cost to future Ontarians by failing to protect their right to a safe environment. Without ensuring we align growth with environmental protections, any growth will be short-lived. There are increasing costly catastrophes related to environmental devastation (e.g., the LA wildfires of January 2025 were in part due to poor building codes and building in environmentally-fragile regions). The current proposal would allow for extremely lenient environmental oversight to projects that the government determines are economically important. I strongly oppose this proposal; Ontario should not repeat other jurisdiction's mistakes and instead build a strong and environmentally sound economy.
My biggest concern with the proposal is that there is disproportionate reliance on the "opinion of the minister" to make determinations of where economic importance outweighs environmental oversight, considerations, or protection. This model of decision-making means that an individual with very little knowledge about environmental needs or issues can make unilateral decisions. Unilateral decision-making is undemocratic, ripe for abuse, and leaves Ontarians with no mechanisms to engage in self-determination for what they want for their local communities. This government must reconsider this proposal to ensure that all relevant stakeholders (including wildlife and the environment) have a voice in the decision-making process.
Moreover, the subjective language in the guidelines should be clearly defined or replaced with language that sets out clear criteria. For example, the guidelines currently state:
“Activities are taking place in the area or are being proposed that, in the opinion of the Lieutenant Governor in Council, are or will be economically significant or strategically important to the Ontario economy.”
The area is, in the opinion of the Lieutenant Governor in Council, no larger than necessary to encompass the activities described in paragraph 2. At present, the above language means that cabinet can approve anything it deems important, at any size. This proposal must be revoked and reconsidered to ensure that there are specific standards for economic development, and ones that consider environmental and wildlife protection to ensure a livable and healthy Ontario for generations to come.
To summarize, I am in strong opposition of this proposal and demand that it be revoked and another one provided.
