Response from the Grand River Environmental Network on ERO 025-1077: Opposition to Special Economic Zones

The Grand River Environmental Network (GREN) wishes to register its strong opposition to the proposal outlined in Ontario ERO 025-1077 regarding the creation of Special Economic Zones (SEZs). As a coalition dedicated to protecting the Grand River watershed, local ecosystems, and community well-being, we are deeply concerned about the far-reaching social, economic, and environmental harm this policy could bring to our region.

Special Economic Zones represent a significant step backward for Ontario’s land use planning and environmental protection framework. By design, SEZs enable intensive development while bypassing established safeguards such as municipal planning authority, environmental review, and public consultation. Removing these protections risks widespread habitat destruction, loss of farmland, and irreversible harm to water and soil health—all of which are central to the ecological integrity of the Grand River watershed.

SEZs also threaten to erode democratic decision-making at the local level. Ontario’s municipalities and conservation authorities exist to ensure development happens responsibly and in alignment with long-term community goals. Allowing private or provincial interests to override these processes undermines decades of planning work and community trust.

The proposed zones promote short-term economic gain at the expense of sustainable growth and ecological resilience. Local residents have repeatedly expressed the need for development that respects natural systems and supports long-term job creation in harmony with environmental protection. SEZs, however, would do the opposite, opening the door to sprawl, pollution, and corporate exploitation rather than community-led prosperity.

For these reasons, the Grand River Environmental Network calls on the Government of Ontario to withdraw ERO 025-1077 immediately. We urge the province to refocus on strengthening, not weakening, environmental regulations and community planning frameworks that protect the natural heritage and future livability of Ontario.
