The application for consent was draft approved on July 29, 2026 subject to conditions.
The application was reviewed for consistency with the environmental policies of the Provincial Planning Statement. No public comments were received.
Limited specific concerns related to fish or wildlife habitat, species at risk, protected areas or public health and safety were identified in relation to this application during early consultation. These concerns were addressed through an Environmental Impact Assessment which has been reviewed to the satisfcation on the Minsitry of Natural Resources. Given the small-scale of development and mitigation measures there will be no negative impacts to greenspace, natural heritage and water quality and quantity, nor public health and safety.
Conditions include: flowage easement; and an acknowledgement signed by the transferor and transferees if the transaction is between family members, that they have read the standard information provided, including best management practices for shoreline development.
The applicant has two years to satisfy conditions of draft approval, otherwise approval will lapse. The approval can be appealed using the procedure outlined below. Notice to appeal the decision to the Ontario Land Tribunal must be filed with the Minister of Municipal Affairs and Housing on or before August 18, 2026.

Appeal Rights under the Planning Act
You can appeal all or part of this instrument to the appeal to the Ontario Land Tribunal (OLT) by submitting a notice of appeal to the Minister of Municipal Affairs and Housing. You have 20 days to begin the appeal process.

Other than the applicant, only a "specified person" or "public body", as defined in s. 1(1) of the Planning Act, has the ability to appeal the decision to the Ontario Land Tribunal.

The purpose of this formal application is to create one new resource-based recreational lot.
The severed and retained lot is proposed to divide Island G 804 approximately evenly. The proposed severed lot, west side, has approximately 300 metres of lakeside frontage, a depth of 275 metres and area of 1.01 hectares. There are 2 existing cabins and a privy. Lake water is used for servicing. The retained lot, east side, has approximately 300 metres of lakeside frontage, a depth of 275 metres and area of 1.01 hectares. There is a 1 main cottage and 1 sleeping cottage with composting toilets in use. The main cottage is proposed to be replace. Lake water is used for servicing.
The subject lands are located in Ptarmigan Bay on Lake of the Woods, District of Kenora, approximately ~22 kilometres southwest of the City of Kenora and is a 25 minute boat ride to Rockeries Marina.
