Bulletin summary

We amended Renewable Energy Approval No. 6457-9L6QLC for the Grand Valley Wind Farms Phase 3 Project, located in the Town of Grand Valley and Township of Amaranth. This is to allow the capacity increase of fourteen turbines from 2.483 megawatts (MW) to 2.648 MW, increasing the overall nameplate capacity of the facility from 40 MW to 42.368 MW.

Why consultation isn't required

The purpose of the posting is to inform the general public of the amendment and their right to require a hearing in respect of this decision.

We consider that the potential effect of the amendment on the environment to be insignificant.

Bulletin details

The Renewable Energy Approval for the Grand Valley Wind Farms Phase 3 Project has been amended. This is a technical change to allow the increase of the capacity of fourteen wind turbines from 2.483 megawatts (MW) to 2.648 MW, increasing the overall nameplate capacity of the facility from 40 MW to 42.368 MW.

The ministry has also removed spent conditions from the permit that are no longer applicable or updated them as appropriate.

The ministry has reviewed the Noise Impact Assessment Report completed for the amendment. The facility must comply with the noise limits set out in O. Reg. 359/09 under the Environmental Protection Act and the 2016 Noise Guidelines for Wind Farms.

No new environmental effects are expected beyond those that were previously identified, documented and consulted on through the Renewable Energy Approval process.

This Class 4 wind facility, is located at Concession Road 8 & 9 Lot Part of 30, Concession 8, in the Town of Grand Valley and the Township of Amaranth, Dufferin County.

Any resident of Ontario may require a hearing by the Ontario Land Tribunal (OLT) within 15 days after the date this decision is loaded to the Environmental Registry by written notice served upon all of the following:

  1. A description of how engaging in the renewable energy project in accordance with the renewable energy approval will cause either:
    • serious harm to human health
    • serious and irreversible harm to plant life, animal life or the natural environment
  2. The portion of the renewable energy approval in respect of which the hearing is required
  3. The relief sought.
