Bulletin summary

We amended Renewable Energy Approval No. 0602-8RFLKT for the Brockville Solar Project, located in the Township of Elizabethtown-Kitley, in the United Counties of Leeds and Grenville.

This amendment is to allow for the construction of stormwater management facilities to address historical flooding concerns downstream of the site.

Why consultation isn't required

The purpose of the posting is to inform the general public of the amendment and their right to require a hearing in respect of this decision.

We consider that the potential effect of the amendment on the environment to be insignificant.

Bulletin details

The Renewable Energy Approval for the Brockville Solar Project has been amended. This is a technical change to allow the construction of shallow detention basins and berms to address historical flooding concerns downstream of the site.

The ministry has also removed spent conditions from the approval that are no longer applicable or updated them as appropriate.

The ministry has reviewed the Stormwater Management report completed for the amendment.

No new environmental effects are expected beyond those that were previously identified, documented and consulted on through the Renewable Energy Approval process.

This Class 3 solar facility is located along County Road 27 / Centennial Road at parts 1-4, Reference Plan 28R-7817, Lot 19, Concession 2, in the Township of Elizabethtown-Kitley, United Counties of Leeds and Grenville.

Any resident of Ontario may require a hearing by the Ontario Land Tribunal (OLT) within 15 days after the date this decision is loaded to the Environmental Registry by written notice served upon all of the following:

  1. A description of how engaging in the renewable energy project in accordance with the renewable energy approval will cause either:
    • serious harm to human health
    • serious and irreversible harm to plant life, animal life or the natural environment
  2. The portion of the renewable energy approval in respect of which the hearing is required
  3. The relief sought.
