The proposal must be clearly framed as a province‑wide framework applicable to any water and wastewater public corporation, including Peel, rather than being limited to a single region. It should explicitly prohibit the transfer of municipal water and wastewater‑related debt to any such corporation, while establishing comprehensive regulation‑making authority to address all matters related to municipal debt and transitional financial arrangements.
Further, the proposal requires clear articulation of the governance and management model being introduced. This includes explicitly defining the respective roles and responsibilities of municipalities, regional entities, and water and wastewater service providers, and confirming whether services will be assumed by local municipalities and managed by service providers or delivered through a regional or corporation‑based model consistent with other regions.
The framework must also clearly entrench 100% public ownership, explicitly prohibiting private ownership in any water and wastewater public corporation. In addition, it must ensure operational and workforce continuity by confirming that existing contracts, collective agreements, and employment‑related rights—including successor, employment, and pay equity rights—are fully preserved through any transfer, supported by regulation‑making authority to ensure uninterrupted service delivery and stable management.
