This proposal demonstrates an attempt at undermining the Treaty rights of Indigenous communities all over the province and represents the potential to damage cultural and natural heritage. Given the provincial governments continued ties and preferential deference to the housing sector and private developers, this proposal is completely unsurprising yet entirely disappointing. Without appropriate evaluation and recording of cultural context information required through the Municipal Class EA and Private Sector Developer Regulation, the streamlined model could impact countless sites, both known and unknown, and have an ongoing unprecedented impact on Indigenous communities whose feedback continues to be disregarded. Without proper archaeological assessment there are no assurances that municipalities will meet the proper obligations currently required under the Ontario Heritage Act as well as the Funeral, Burial and Cremation Services Act. This proposal in an attempt to cut corners and provide relief for developers who absolutely do not need it. Please take these comments as they are intended because I am extremely worried about the consequences of this proposal. If nothing else, remember that to excavate is to destroy. Heritage is something to be protected and appreciated not unilaterally dismissed in the name of “faster” housing and infrastructure timelines.
